Resource checks verify that activities have appropriate resource assignments and that resource loading is consistent. A schedule without resources cannot support earned value analysis or resource levelling.

What triggers a finding: An activity with zero resource assignments.

Exceptions: Milestones and Level of Effort activities may legitimately have no resources. The threshold accommodates a small percentage of unresourced activities.

Why it matters: Activities without resources cannot be included in resource histograms, S-curves, or earned value calculations. If your organization uses resource loading for reporting, gaps in resource assignments create blind spots.

Why it matters: Partial resource data is often worse than no resource data — it can produce misleading earned value metrics and incorrect resource forecasts.
